Note— unlike some of the other blog posts in our data blog post series, this post is specific to our partners in Texas. 

This blog post will explore all things related to the College, Career or Military Readiness Outcomes Bonus. This includes sharing the latest Outcomes Bonus data release from the Texas Education Agency (TEA), as well as sharing an Outcomes Bonus calculator that Contigo Ed created and has used with many of our district partners. We are excited to share it with you, too! 

What is the CCMR Outcomes Bonus?

The College, Career or Military Readiness Outcomes Bonus (CCMR OB) was signed into law on June 12, 2019, as part of the 86th Texas Legislature House Bill 3 (HB3). HB3 supports the state’s mission to prepare every child for success in college, career or military. 

The graphic below shows the difference between CCMR criteria for Accountability and CCMR criteria for Outcomes Bonus purposes. Students who meet the criteria on the right qualify for the Outcomes Bonus. 

Districts receive the following amounts (see table below) for qualifying graduates once the number of qualifying graduates exceed certain thresholds. The thresholds are 11% for  economically disadvantaged students, 24% for non-economically disadvantaged students, and there is no threshold for Special Education students.

How much Outcomes Bonus funding did our district receive? 

It is important to note that OB funding is delayed by 2 years. On July 11th, 2024 TEA announced that the Outcomes Bonus funding and final counts had been released for the Class of 2022 for fiscal year 2023-2024. The raw numbers for all districts can be found here. Districts can also find the amount they earned for fiscal year 2023-2024 (2022 grads) or prior years in the Summary of Finances report here by taking the following steps:

1. After clicking the link above, select the “Summary of Finances” report from the dropdown.

2. On the next page, you will want to select your school year and type in your district name. You will need to account for the 2-year delay when looking for data on a specific graduating cohort. E.g., fiscal year 2022-2023 = class of 2021, fiscal year 2023-2024 = class of 2022, etc.

3. You will then be brought to a page with many different reports. Scroll to the bottom of the page to select the most recent report. Once you access the report, scroll down to the row named “38-CCMR Outcomes Bonus 48.110 (spend 55% of amount)” (typically near row 30). The rightmost column will provide you with your district’s latest allotment.

What could my district have received?

At this point, you may be thinking some of the following: 

  1. What is the maximum funding my district could have received had all students qualified, and what percentage of this money did we receive? 

  2. Had X more students qualified, how much more money would my district have received? 

To help you answer these questions, we put together a simple, handy tool - The Outcomes Bonus Calculator. To use this tool, you can either download the tool (“File” → “Download”), or you can make a copy to your own Google Drive (“File” → “Make a copy”). Once you have an editable copy of the calculator, you can customize the cells in yellow and the calculations will update automatically. 

This simple tool allows districts to calculate any of the following:

  • What maximum amount of funding could we have earned?

  • How much (%) did we receive of the maximum?

  • How much in OB can we earn this year? 

  • How much could we have earned last year if X more students had qualified? 

Below is an example using sample data for a district with 3,000 graduates.
